Bond Disputes in NZ: Evidence, Refunds, and Tribunal Steps
If an NZ landlord and tenant cannot agree on a bond refund, either party can submit the online refund request for the amount they believe is correct and the dispute can be decided by the Tenancy Tribunal; the strongest evidence is the signed agreement, entry and exit condition records, dated photos, invoices, rent ledger, and written communication.

Start by separating what is agreed from what is disputed. A bond is not an automatic cleaning or renovation fund, and ordinary fair wear and tear is not tenant damage. Put each proposed deduction in writing with its amount and evidence.
Evidence checklist
- Signed tenancy agreement and bond reference.
- Entry inspection signed or acknowledged by the tenant.
- Dated entry and exit photographs showing the same areas.
- Inspection and maintenance history.
- Quotes, invoices, receipts, and an explanation of age and prior condition.
- Rent ledger and arrears schedule for any rent claim.
- Messages showing the issue, notice, response, and attempt to resolve it.
A fair calculation
Compare like with like. Allow for fair wear, pre-existing condition, and the age of an item rather than claiming the full new replacement price by default. Do not sign or ask someone to sign a blank refund request.
If agreement fails
